Minnesota State reports enrollment gains; system highlights workforce training and scholarships

Representatives from the state’s public higher education systems told the House Higher Education Finance and Policy Committee that enrollments are up and that Minnesota State is emphasizing workforce development and employer partnerships.

Melissa Lopez Franzen, representing the University of Minnesota government relations team, said the university’s most recent headcount reached 70,000 students, a historic high for the system. A Minnesota State representative told the committee the system’s FTE is about 160,000 and that Minnesotans served across all programs (including certificates and customized training) is roughly 240,000; the representative said two-year enrollments rose more than four-year enrollments and that most campuses saw increases.

Nathan Hopkins summarized Minnesota State’s workforce role: the system operates a workforce development scholarship (historically $2,500 per year) targeted to high-demand fields and provides customized training to employers, with more than 7,000 employer partnerships and roughly 9,950 customized training classes. Hopkins noted the scholarship list of eligible fields has expanded and that the legislature can designate regionally in-demand fields for particular campuses.

Minnesota State’s representative said system enrollments have largely increased across campuses and that the distribution of enrollments (two-year vs. four-year) has shifted in recent reporting. The committee did not vote on any measures; members acknowledged the growth and said the data would inform future budget and policy discussions.

Committee staff said they would provide exact campus-by-campus enrollment numbers on follow-up request.
