The Concord-Carlisle Regional School Committee voted Jan. 7 to create a campus completion subcommittee to examine funding routes — including municipal Community Preservation Committee (CPC) applications, private fundraising and a possible partnership with the local nonprofit CC at Play — for an amenities building and other campus improvements.
The nut graf: committee members said their goal is to pursue every available funding avenue in order to minimize the burden on taxpayers; the newly formed subcommittee will analyze options, consult legal counsel about procurement and contracting implications, and work with counterpart municipal boards and nonprofit partners.
Committee members said the subcommittee will focus on whether an outside nonprofit could manage construction and fundraising — a model previously used by CC at Play for athletic-field projects — and how such a path would affect procurement rules, prevailing-wage obligations and CPA/CPC timelines. John Boynton, a representative of CC at Play, told members the nonprofit still exists and could be reconstituted to lead fundraising and project management if volunteers come forward.
Motion and vote: The committee approved the motion to form a campus completion subcommittee with Alexa Anderson, Tracy Murano and Brian Watterson named as its initial members; the motion passed by voice vote. Members asked that legal counsel and district staff remain closely involved and that the subcommittee post meetings publicly to comply with open-meeting rules.
Ending: The subcommittee will report back at future school committee meetings, coordinate with town CPC processes, and continue outreach to potential donors and volunteers.
