Sycamore board hears midyear financial concerns as expenditures outpace forecast

The Sycamore Community City Board approved its financial report for the months ended Nov. 30, 2024, while members pressed staff for a deeper midyear review after noting expenditures that exceed the district’s forecast.
Board members voted unanimously to accept the report after a presentation from Mrs. Logan, who said the first page of the packet now includes the new five-year forecast and two years of the forecast are shown on that summary page. "I'll be sending that out to you by Friday," Logan said, referring to a deeper midyear update staff will distribute.
The board’s concern centered on the pace of spending. "We're still looking at about a 14% increase, which is significant," said Dr. James, a board member, contrasting that figure with the board’s five-year forecast of about 7.6 percent. James asked staff to flag areas that might drive the remainder of the year away from the forecast.
Members asked that the midyear update include the potential impact of pending state legislation. A board member noted there is "a flurry of potential legislative action" that could alter revenue or expenditure projections and asked that changes be reflected in the forthcoming report.
Board members said they and staff have begun internal discussions about policy options to slow expenditure growth and will take the topic to a scheduled financial retreat in February or March. Mr. Harris and Mr. Ballant were identified as meeting with Logan and others to draft recommendations.
The board placed the item on record by approving the financial report; the roll call showed all members voting "Aye." The board did not adopt new budget policy at the meeting; instead members sought additional analysis and follow-up for future board consideration.
The board requested that the midyear packet explicitly address (1) variance drivers vs. the five-year forecast, (2) the cash-flow outlook for the remaining fiscal months, and (3) likely effects of pending legislation.
The board will review the staff midyear update once distributed and expects further discussion at the financial retreat in early 2025.
