Board narrows UIL no‑pass/no‑play exemptions to locally taught advanced courses

The McAllen ISD Board of Trustees approved Jan. 17 a change to the district’s UIL no‑pass/no‑play exemption list that excludes college courses taught solely by college or university instructors when there is no McAllen ISD teacher partner.
Director Karen Nitsch and athletics staff described operational problems tracking grades for dual‑enrollment and college‑taught classes that do not post interim grades consistently in systems such as Blackboard. Trustees were told the change primarily affects juniors at the UTRGV Collegiate Academy who take courses taught by university faculty and for whom timely grades are not available in Skyward.
Under the revised language, advanced placement, pre‑AP and IB courses taught by McAllen ISD teachers remain eligible for district exemptions under existing local rules; only courses taught solely by outside college or university faculty without an MISD partner teacher are excluded from exemption consideration. The board approved the amendment by a 7–0 vote.
Administrators said the change was intended to create a sustainable, administrable approach to eligibility for participation in UIL extracurricular activities where grade reporting is a practical requirement.
Trustees and staff said they will monitor impacts on students at the Collegiate Academy and continue to work with partner institutions on grade reporting and dual‑credit processes.
