Board approves four policy ordinances, upholds closed-session discipline decision

The Suffolk City School Board approved four ordinance updates on second reading and took formal action after a closed session Jan. 16.
Ordinances adopted on second reading addressed restraint and seclusion language and special education procedural provisions, including updates to definitions and retention of restraint records. During discussion board members asked for clarity about who qualifies as "trained personnel" for physical restraint; staff said that training is provided divisionwide (teachers, teacher assistants and others who come into contact with students) and that the division follows Virginia Department of Education guidance.
Separately, following a closed session to consider a student record matter, a motion to uphold the discipline committee's decision was offered and passed on a recorded vote. The board subsequently certified the closed meeting as required by Virginia Code.
The board also approved bills and payroll on the consent agenda after a short review.
