The San Mateo Local Agency Formation Commission on Jan. 15 accepted the final municipal service review and its determinations for the City of Millbrae.
LAFCO staff member Rob Bartoli summarized updates to the circulated draft, including a city letter noting a water-rate study expected in 2025 and corrections to staffing descriptions for sheriff services. Bartoli also said the city indicated it may move from being a contract member to a full member of the Central County Fire Department joint powers authority.
The final review found no current concerns with Millbrae’s budgeting practices for general operations but recommended the city develop projections for water, sewer and stormwater enterprise funds to clarify capital-improvement financing and the distinction between one-time capital and ongoing operating costs. The report noted the 2024 general plan anticipates a substantial increase in housing supply—about 45%—and that the environmental review did not identify significant impacts to service delivery.
Commissioners commended Millbrae for planning efforts and voted to accept the final review and its determinations.
LAFCO staff said the report and recommendations will be available to Millbrae officials and posted with the commission’s records.
