LAFCO accepts draft municipal-service review for San Mateo County Harbor District, schedules March public hearing

The San Mateo Local Agency Formation Commission on Jan. 15 accepted a draft municipal service review for the San Mateo County Harbor District and directed the executive officer to circulate the draft and schedule a final public hearing on March 19, 2025.
The draft MSR, presented by LAFCO executive staff member Rob Bartoli, notes the district operates Pillar Point Harbor (Pacific Ocean) and Oyster Point Marina (San Francisco Bay) and remains coterminous with San Mateo County. The report found the district relies on property tax receipts for about 70% of its revenue in fiscal 2024–25—about $10 million—and that roughly $80 million in capital projects have been identified, of which approximately 15% are funded.
"Municipal service reviews are intended to serve as a tool to help LAFCO, the public and other agencies better understand public services, governance and delivery," Rob Bartoli said during the presentation. Bartoli also said the Harbor District has improved financial transparency and budgeting since the district's last MSR and currently carries no long-term debt since 2016, though it faces unfunded capital needs.
Catherine Slater Carter, identified in the meeting as the newly elected president of the San Mateo County Harbor Commission, thanked LAFCO for the report and urged county assistance for search-and-rescue costs, saying the district recently rescued "13 or 14" people at Oyster Point and sought a way to share that countywide expense.
Commissioners who spoke in support of circulating the draft commended the district for improved governance and recommended that the district develop a strategic plan that addresses recent property purchases and identifies funding sources for capital work.
The commission voted to accept the draft and set the final MSR for public hearing on March 19, 2025.
The draft MSR and the LAFCO recommendation to circulate it will be posted for public comment before the March hearing; staff said the final report will incorporate any agency and public comments received during that circulation period.
