Magnolia ISD demographer: record homebuilding will push enrollment toward about 18,350 in five years

A consultant presenting Magnolia Independent School District’s fall demographic report told trustees that record regional homebuilding and large master‑planned communities will drive sustained enrollment growth.
"The district's new housing is at record pace with over 2,000 annual starts expected in 2024," the presenter, Bob, said during the board meeting. He told trustees the district’s fall enrollment was 14,929 and the projection is roughly 18,350 students in five years and about 22,300 in 10 years.
The report said Magnolia ISD currently has 38 actively building subdivisions, 15 future subdivisions in planning and roughly 33,438 lots listed as vacant developed lots and futures. Bob said groundwork is underway on more than 2,600 lots and that some master plans contain thousands of lots that will effectively create new feeder patterns for schools.
Why it matters: the growth projected from housing starts translates into capacity pressures at specific campuses. Bob identified Audubon and Williams elementary attendance zones as the fastest growing; he said Audubon is currently the highest activity zone across starts, closings and available lots. At current projections, Williams could exceed building capacity within a few years and Audubon will remain the district’s fastest‑growing elementary zone.
The presenter gave additional detail on student yields — the average number of students per home — reporting typical single‑family yields near 0.6 students per home and an average multifamily yield of about 0.175. He said the district has 609 students living in 3,474 multifamily units and that cottages or single‑family‑for‑rent developments can yield more students than traditional apartments but less than owner‑occupied single‑family homes.
The demographic model Bob described uses geocoded student addresses, housing inventories and cohort rollups from elementary through high school. He stressed that without the new housing the district’s enrollment would not grow; the projected increases are driven primarily by new home construction in the district’s attendance zones.
Board members asked about timing and the relative weight of cohort rollup versus housing growth for near‑term high school projections; Bob said high school numbers are influenced by current cohorts but that housing is the dominant driver for multi‑year growth. He also warned that while high schools have some scheduling flexibility to absorb growth, elementary capacity is constrained by how many classroom sections a campus can support.
Trustees did not take formal action on the forecast during the meeting; the report was presented for information and follow‑up questions were invited.
