Trustees for the Village of Hanover Park on a voice vote approved an ordinance amending Section 106-33 of Chapter 106 of the Village code to expand the discounted infrastructure service charge for residential accounts to include 1‑inch water meters, effective March 1, 2025.
The ordinance change updates the village’s residential discount program, which historically covered 3/4‑inch meters used by most existing homes. Village staff explained the change adds 1‑inch meters so that the discount applies to both 3/4‑inch and 1‑inch residential meters without opening the schedule for multiple larger meter sizes used by small commercial buildings.
The measure matters because some newer houses can be built with larger meter sizes; trustees asked whether the ordinance would exclude future homes with nonstandard meter sizes and how the village would identify such homes. Juliana Schubert, Village Manager, told the board the ordinance is structured by meter size and discounted rate, which is why the ordinance explicitly adds the 1‑inch size rather than a blanket “all residential” label. She said most residential meters in Hanover Park are 3/4‑inch and that 1‑inch meters are rare; small commercial structures more commonly use 1.5‑inch meters.
Trustees asked staff to establish an operational check so newly built homes do not miss eligibility for the discount. Schubert agreed to ask Inspectional Services to flag any new residential service installs using a meter larger than 3/4‑inch so staff can confirm whether the home should be eligible or whether an ordinance update would be needed later.
The ordinance was moved and seconded, and the clerk called the roll; all trustees present voted to approve the measure. No amendments were adopted.
The board directed staff to implement the internal flagging process and to monitor the frequency of nonstandard residential meter sizes; trustees said they would consider further ordinance language if evidence shows builders increasingly use larger residential meters.
