Effingham County treasurer requests $287,370.47 transfer of personal property replacement tax to general fund as receipts fall

Effingham County Treasurer Deb said the county received $397,370.47 in personal property replacement tax for calendar year 2024 and asked the board to transfer $287,370.47 of that amount to the county general fund.
The request was described at the county board meeting as a routine allocation. “After I deduct that a 10,000 out of there, we have $287,370.47 left,” Treasurer Deb said, and asked that amount be transferred to the general fund. She also told commissioners the total has been falling in recent years and that two years ago the county received about $700,000.
Treasurer Deb said the state distributes the payment in lieu of personal property taxes paid by corporations, S corporations and trusts. She and other attendees said the funding has been volatile; a county representative referenced presentations by the Illinois County (UCCI) association that described a state calculation error and subsequent reductions in distributions.
Commissioner Jeremy moved to send the treasurer’s allocation request to the full board for approval. The motion was seconded (second not specified in the transcript) and carried by voice vote.
Votes at the meeting also covered unrelated housekeeping items and reimbursements. The board approved the minutes of the meeting, moved an invoice adjustment for the courthouse/museum project to the full board for formal approval, adopted a new county mileage rate of $0.70 per mile, and adjourned. The treasurer and other staff were present to answer questions; representatives from the sheriff’s office, coroner’s office and state’s attorney’s office attended but did not speak on the item.
