Middletown board approves series of contracts, personnel actions and a new restraint/time-out policy; all votes unanimous

The Board of Education of the Enlarged City School District of Middletown met Jan. 16 and approved a series of routine and policy items, voting unanimously 7-0 on the motions recorded during the meeting.
Board members approved the meeting agenda and minutes for Dec. 12, 2024, and the Dec. 19, 2024 workshop. The board then approved personnel memoranda for instructional staff (Instructional 14b, items 1–14) and non-instructional staff (Non-Instructional 14c, items 1–12), each by voice vote.
The board passed Financial Memorandum 14D (items 1–10), Special Services Memorandum 14E (items 1–2), and a bid award for contract G92 (Perfasion Painting, Inc.). The board also approved a stipulation agreement (settlement agreement number 12-18-2024) and authorized the superintendent to execute the agreement, and accepted a related resolution authorizing the superintendent to enter into an agreement resolving claims in case number 637-050 in the New York State Education Department’s impartial hearing reporting system; both passed 7-0.
In committee business the board waived the second reading and adopted a revised policy titled Time Out and Physical Restraint (policy number 735-0). The waiver of the second reading and the policy adoption itself were each approved by a 7-0 vote.
