City Council adopted Mill Creek comprehensive plan; PSRC review pending

The Mill Creek City Council voted in mid‑December to adopt the city’s updated comprehensive plan and associated commitments after holding two public hearings, city planning staff told the Planning Commission on Jan. 16.
City planning staff said the council adopted the plan with no changes beyond those the Planning Commission recommended. Jeff Ryan, director of planning, said there were "some slight modifications"—"not major policy modifications"—consisting of minor, mostly single‑word edits in the body of the document. "We'll make sure that we provide a copy of the specific changes that were made," Ryan said.
Justin (staff member) told the commission the city met its 2024 deadline for adoption and that the final edited package has been prepared and sent for regional review. "It's currently being reviewed by PSRC to be certified," he said, referring to the Puget Sound Regional Council.
Why it matters: adoption of the comprehensive plan establishes the city's guiding policies for growth, land use and transportation and is a prerequisite for certain state and regional compliance steps. Staff indicated no substantive policy departures were added in the council's adoption; the commission will be provided a list of the precise textual edits.
Next steps: staff said they will distribute the finalized document showing the council's edits and notify the commission when PSRC certification is complete.
