Board approves four personnel and health-policy revisions recommended by TSBA

The Lebanon Special School District board voted to approve revisions to four personnel and health-related policies presented as recommendations from the Tennessee School Boards Association (TSBA).

The policies considered were: 4.603 (promotion and retention notification language), 5.118 (background investigations, including reference to a federal wrap-back program), 5.302 (sick leave language for classified staff) and 6.402 (physical examination and immunization language changed from “required” to “recommended,” as presented). A staff presenter described the package as TSBA recommendations and characterized most of the changes as language updates rather than conceptual policy shifts: “Correct. These are TSBA recommendations. Most of this is language, but I would say it’s benign to the concept,” the presenter said.

A single motion was made to approve all four revisions as a package and the board chair called for a voice vote. The board recorded the motion and the chair asked, “All in favor?” to which members responded in the affirmative and the presenter confirmed passage. No roll-call vote totals were announced in the transcript.

The board did not attach additional conditions in the meeting transcript and staff indicated the language change on immunization would be altered from required to recommended; background-investigation language includes federal program references as presented.

The board will publish the amended policy language in the official policy manual and staff indicated the changes came from the TSBA drafting process.
