Council approves temporary transitional training line for Youth Services Bureau to allow overlap training

The Monroe County Council unanimously approved adding a temporary training position line (16800) in fund 1114-0166 for the Youth Services Bureau (YSB) and amended the 2025 salary ordinance to permit a 10‑week transition period at 10 hours per week.
Michelle Schell presented the request on behalf of Director Thaman, who was unable to attend. Schell said the measure enables overlap between an outgoing employee and a new hire so the incoming staff member can receive on-the-job training without service interruption.
Councilors praised the practice as a means to preserve institutional knowledge and ensure continuity of services for youth clients. Councilor Iverson described the arrangement as important to avoid service interruptions for minors receiving YSB services.
The motion passed unanimously on roll call. The YSB director and council staff will handle implementation details and compensation consistent with the amended salary ordinance.
