Temporary fences installed at SP4 to deter dirt bikes; contractor drilling underway for planned bridge

Parks staff updated the committee on measures taken at the SP4 trail (identified in the city's GIS as Sandy Palisades 4) to deter dirt‑bike riders and on geotechnical work by a contractor preparing a planned bridge replacement.
Staff said removable zigzag fences were installed to force riders to dismount and make the route less attractive to motorized recreation. A contractor performing drilling work for the new bridge could not pass the installed fences, so staff temporarily cut fence posts to allow access. Jacobson said the installed fencing cost was "a little under $8,000" and was paid from the trails improvement fund.
Jacobson said staff plan to weld interior sleeves to the fence sections so the fencing can drop into fixed posts and be padlocked when needed, allowing vehicle access for contractors while still enabling temporary closure during enforcement periods.
He also described recent geotechnical drilling at the canyon to inform bridge design; the contractor deployed a large rig down steep trail approaches to sample subsurface conditions for a bridge that will be raised to allow winter flows to pass underneath.
Committee members expressed frustration that the fences had to be cut to permit contractor access and asked that future installations be designed to allow planned contractor movement without full removal. Staff said the modified, lockable sleeve approach is the intended fix and will retain the ability to close the trail if enforcement becomes necessary.
