Dwayne Richardson, executive director of the Indiana Municipal Electric Association, presented the IMEAFrank R. Rudolph Award to Sean, Columbia City's electric superintendent, at the Jan. 14 Common Council meeting.
Richardson said the award โ named for Francis Rudolph of Greendale, Indiana โ "is given to individuals who make significant contributions to public power in Indiana and recognizes the recipient's exceptional leadership in and dedication to public power." He described Sean's statewide reputation and said, "his knowledge, skills, and abilities are unmatched." Richardson credited Sean with helping other municipal utilities during outages and with advancing apprenticeship training across the state.
The IMEA director also praised Columbia City's support for staff participation in the association. "I want to thank you for allowing him to do that," Richardson said, noting that utility leaders' off-site service can benefit the home utility as well as municipal utilities statewide.
Mayor (name not specified in the transcript) and council members offered congratulations; Sean acknowledged the award with thanks. Richardson and others emphasized Sean's role in mutual-aid responses during recent storms and his involvement with statewide lineman training and apprenticeship programs.
Council members and staff said the recognition reflects on both Sean and Columbia City's utility operation. Richardson closed by noting the practical value of mutual aid and training networks, and he offered a brief safety reminder to crews returning from severe-weather responses.
The presentation did not include a formal council action; it was noted on the agenda as an award and recognition item.
