LPA approves subdistrict change to allow RV park use at Floridays Mobile Park in Hobe Sound CRA

The Local Planning Agency on Jan. 16 approved an amendment to the Hobe Sound Community Redevelopment Area subdistrict map, changing a 7.97–7.98-acre property on the west side of U.S. 1 (Federal Highway) from the general subdistrict to the corridor subdistrict, allowing an existing recreational vehicle (RV) park use to be permitted there.
Senior planner John Sennott presented the staff report, which noted the subject property at 10705 Southeast Federal Highway sits within the Hobe Sound CRA and is bounded by Dixie Highway and Porter Boulevard. The property is currently developed as an RV park but, under the existing general subdistrict, recreational vehicle parks were not a permitted use. Staff said the corridor subdistrict is intended to implement pedestrian-oriented building types and streetscapes along arterial roadways and that the proposed corridor subdistrict is consistent with the property's CRA center future land-use designation. Staff recommended approval.
Brad Curry of Haley Ward, representing Floridays Mobile Park LLC, provided background showing the site historically operated as a mix of mobile homes and RVs, shifted toward RVs after storms in 2004, and has in-place infrastructure including a package-sewer system that serves the property. Curry said his clients own an adjacent 1.269-acre parcel that already has the corridor designation; he told the agency the subdistrict change is intended to allow the existing use to be authorized and to permit future site improvements under a formal site-plan review.
Deputy county attorney Elise Elder confirmed in discussion that the site is an active RV park today and that the proposed change would align the zoning with current use. The applicant said the property owner has the support of the neighborhood advisory committee (NAC) and plans to return with a site plan for infrastructure improvements, potentially including upgrading the sewage pump station.
A motion to adopt staff's recommendation passed unanimously. The board recorded a unanimous vote in favor and approved the ordinance amending Division 5 (Hobe Sound) of Article 12 of the Martin County Land Development Regulations to change the CRA subdistrict from general to corridor on the subject site.
