Eustis CRA Commission tables Resolution 25-1 on downtown master plan pending workshop review

The Eustis Community Redevelopment Agency (CRA) Commission voted Jan. 16 to table CRA Resolution 25-1, the proposed adoption of the citydowntown master plan into the redevelopment plan, after city staff requested more time for review and a follow-up workshop.
City staff told the commission the request followed consultation with the city manager and the recent workshop discussion, and asked that consideration be deferred until the commission and consultant can review the plan together. The motion to table passed by voice vote; commissioners Lee, Aspadi, Vice Chair Ashcraft and Chairman Hawkins recorded their support during the roll call.
The move delays a formal recommendation to the City Commission to incorporate the downtown master plan into the redevelopment plan. Al Latimer, the City of Eustis economic development director, told the CRA that once the commission approves the master plan, it will be adopted into the redevelopment plan and that the redevelopment plan governs how CRA funds may be spent. "The master plan will be, once you approve it, will be adopted into the redevelopment plan. And the redevelopment plan is what governs the spending, how the CRA may spend its money," Latimer said.
Commissioners and staff said the review is intended to ensure language and expectations in the master plan align with the CRA's goals and statutory spending authority. City staff and several commissioners described the master plan as a long-term guide; some commissioners emphasized the need for a consultant review to clarify items flagged at the earlier workshop. City staff said tabling will not halt ongoing development efforts or other activities the CRA has underway.
Commissioners discussed scheduling a dedicated workshop to walk through the plan in detail. Staff proposed Thursday, Jan. 30, and noted the consultant who drafted the plan had indicated availability for that date. Commissioners also discussed an alternative evening workshop on Thursday, Feb. 13, to increase attendance; staff said they would confirm consultant availability and propose other dates if needed.
No public speakers identified themselves as attending specifically to speak on the item during the meeting's public comment opportunity. With the tabled motion, the item will return to the CRA for further discussion and a potential recommendation to the City Commission after the workshop and consultant review.
