Council delays vote on impound proposal with Greater Rockford Auto Auction after local tow-company concerns

City staff introduced a proposal (Resolution 6586) to use the Greater Rockford Auto Auction for police impounds and administrative processing, saying the auction could accept any impounded vehicle, provide unlimited storage, handle paperwork and remit monthly revenue to the city.

Staff said the arrangement would ensure the city can remove and store vehicles of any size, including large abandoned RVs or semi trailers, and would relieve city staff of administrative tasks related to unclaimed vehicles. The presenter said the auction shares some proceeds with the city and can handle vehicles local towers sometimes refuse.

Local tow operators and other council members raised concerns that sending impounds to the Greater Rockford Auto Auction could reduce business for small, local tow companies. A tow operator in the audience—identified during the meeting as Vincent Raul—asked the council to enforce existing tow agreements and pursue companies that refuse to perform under current contracts rather than shift impounds outside the local market.

Council members said they preferred a careful decision and asked staff to gather data on how often tows are refused or delayed under the current rotation, how many tows each company handles, and the operational impacts of an impound contract with the auction. For those reasons the council voted to lay the matter over for at least two weeks so a fuller record and additional viewpoints can be presented.

No contract was executed at the Jan. 6 meeting. Staff said the proposal would still allow local companies to remain on an alternate list for accident scene tows and other calls; the auction model would apply only to police impounds if the council approves it later.
