South Beloit council delays decision on moving dispatch to Winnebago County after cost questions

City staff said moving dispatch to Winnebago County would centralize emergency communications for police and fire, replace current arrangements (which include Rockford-area providers), and is estimated to cost roughly $50,000 a year. Staff framed the proposal as a return to a county-based PSAP model and said the goal is to have vehicle-mounted computers and radios connected to county dispatch by March 1, subject to outside-agency coordination.
Council members said they wanted more members present before voting and asked staff to compile historical dispatch costs, a count of tows/refusals relevant to other agenda items, and additional detail on the estimated annual cost. One council member described prior years’ dispatch costs and recalled earlier arrangements that cost the city substantially more; staff said the new estimate is lower than some past costs but did not present a full price schedule at the Jan. 6 meeting.
The council did not vote on the resolution (identified in staff materials as Resolution 6576) and scheduled the item for a future meeting so that five council members can consider the matter together. No binding contract was executed at the Jan. 6 meeting.
Council members repeatedly said the change is intended to improve reliability and reduce instances when local companies cannot or will not respond, but members asked for clearer financial comparisons before making a final decision.
