WFRC TAC approves South Jordan Riverfront Parkway funding increase and reprograms $2 million for UTA CNG facility

Minutes: The committee first approved the October 16, 2024 meeting minutes. Trey Murray (Murray City) moved to approve the minutes; Kevin (UDOT) seconded. The chair called the vote and the motion passed with no recorded opposition.
South Jordan Riverfront Parkway: The committee voted to increase WFRC-programmed urban STP funding for Riverfront Parkway (between 11050 South and 114 South) after the project's cost estimate rose during design. Ben Worthrich and staff described that initial estimates at roughly $1.8 million (with sponsors proposing about $1.7M in WFRC funding) grew to an estimated $4.8 million as right-of-way impacts and intersection work at 114th South were better defined and inflation escalated costs. South Jordan requested an additional $1.4 million in urban STP funds and indicated $1.6 million plus local funds would come from the sponsor to reach the $4.8 million total. Chad Anderson (BMSD) moved to approve the programming change; Trey Murray (Murray City) seconded. The motion passed with no recorded opposition.
UTA 56100 West (West Side Express/BRT) funds reprogramming: Committee members considered a scope change to money that had been programmed on a long-standing 56100 West project. The $2.0 million that had been programmed historically for the corridor was requested to be repurposed toward construction of a compressed natural gas (CNG) fueling bay at a facility that will support buses assigned to the corridor. Staff explained the change is a reallocation of previously programmed dollars to a facility component (fueling bay) while street-side corridor improvements will be covered with UTA local and TTF funds, keeping the federal interest concentrated on the CNG facility. Julianne Cebula (identified in the record as "South Old City") moved to approve the change; Eric Lundell (Draper City) seconded. The committee approved the motion with no recorded opposition.
Committee staff then moved on to a review of a list of concept reports and upcoming on-site project reviews for TAP and other candidate projects.
