Sequim staff: county likely to lead Happy Valley stormwater infiltration project; interlocal agreement expected

The Sequim City Council received an update on Jan. 13 from the city’s public works director that the county intends to take the lead on a stormwater conveyance and infiltration project that started as a city grant-funded preliminary design.
The project dates to a 2019 Washington Emergency Management grant of about $318,000 to develop preliminary design for a conveyance system and stormwater infiltration starting at Happy Valley and running to River Road and DNR land. The director told council the county has acquired the DNR parcel and, after discussions with county staff and commissioners, agreed it makes more sense for the county to lead the work because much of the drainage area, roadway and project footprint sit in unincorporated county territory.
The public works director said the county commissioners “nodded and agreed” during a meeting the morning of Jan. 13 and staff will prepare an interlocal agreement that preserves city technical involvement while giving county leadership of the project. Council was told the interlocal will be returned for joint consideration by both legislative bodies, probably within the next couple of months.
No formal interlocal agreement was approved at the meeting; the item was presented as an informational update and direction to staff to draft the interlocal.
