Committee introduces RS31819 to authorize ITD access controls and fingerprint background checks

Crystal Allen, DMV policy specialist with the Idaho Transportation Department, presented RS31819 to the Transportation and Defense Committee, saying the RS would give ITD clear authority to manage access to its source systems and authorize fingerprint-background-check requirements for personnel who need that access.
"This RS seeks to provide ITD with clear authority to control access to its source systems and authorizes a fingerprint background check requirement," Allen said. She told the committee that agents who have previously been fingerprinted "have all passed," and that the department is seeking statutory authority to manage access proactively to protect Idaho citizens' data.
Representative Harris asked what prompted the measure; Allen said there had not been a critical incident but that ITD wanted clear statutory authority to administer access and safeguards. The committee had no further questions and approved a motion to introduce RS31819 by voice vote; the RS was sent to print for formal drafting.
No implementation timeline or fiscal estimates were provided at the introduction stage. Allen said current fingerprinted agents have passed existing checks, and the RS is intended to formalize ITD authority to require checks going forward.
