Committee introduces RS31823 to extend motorcycle endorsement permits and waive knowledge test in some license-surrender cases

Crystal Allen, DMV policy specialist with the Idaho Transportation Department, presented RS31823 to the Transportation and Defense Committee, saying the measure has two key changes: extend certain permits to one-year validity and remove a knowledge test for people who surrender a valid out-of-state license if they previously held an Idaho driver's license.
"This RS has 2 key parts. The first part seeks to update motorcycle endorsement permits and Class D instruction permits to a 1 year validity. The second part removes the knowledge test requirement for individuals surrendering a valid out of state license if they have previously held an Idaho driver's license," Allen told the committee.
Representative Crane asked for the current permit length; Allen said the current length is "180 days." Committee members discussed whether the change could be expanded to waive knowledge tests for all out-of-state transfers; Allen said the narrower change reflects that those who previously held an Idaho license have demonstrated knowledge of state-specific rules.
Representative Clow moved to introduce RS31823; the committee approved the motion by voice vote and sent the RS to print for drafting. No amendments were adopted at introduction.
