EDC hears small area plan update; McAdams to deliver draft scenarios Jan. 28

EDC members were briefed on small area plan progress: a public survey of 595 responses, open-house turnout of about 25, and a schedule that routes draft scenarios to the small area plan committee by Jan. 28, to EDC for review Feb. 13 and Feb. 27, and to Town Council work session Feb. 24.
Tammy, a staff member, told the EDC on Jan. 16 that the small area plan is in the envision phase and that consultants McAdams will provide two draft scenarios for review by Jan. 28.
Tammy said the outreach to date included an online survey that received 595 responses, which she described as "a tremendous" response and roughly "about almost 3 and a half percent of our population" in the community. An open-house session drew about 25 attendees. McAdams will use that input to develop two scenarios: one that maximizes future potential and another that is more pragmatic and buildable.
The board was advised of the upcoming schedule: McAdams will present scenarios to the small area plan committee around Jan. 28; the EDC will review scenarios at a dedicated Feb. 13 meeting; Town Council will consider results in a Feb. 24 work session; and the EDC will reconvene on Feb. 27 to discuss outcomes from the council work session. Tammy asked that another EDC member attend Tuesday committee meetings with her, noting she was currently the only EDC representative participating in those weekly sessions.
Survey responses showed preferences the consultants will use in scenario development: restaurants (about 66% of respondents) ranked high as a preferred primary use, followed by entertainment and retail; walking was the most preferred access mode, followed by driving and golf carts; residents rated the area's proximity to State Highway 114 as both a strength and a weakness because of traffic concerns. Tammy said residents favored connectivity, plazas, outdoor seating and entertainment as design elements; office uses tested poorly in the survey.
Board members asked how a newly announced mixed-use development near the TD Ameritrade site (including a steakhouse) might change planning assumptions; Tammy said McAdams is aware of the new project and will consider it in the scenarios.
EDC members and staff said the plan will ultimately be marketed to the community for additional input before it is finalized.
