The Chair of the House Judiciary, Rules and Administration Committee called the meeting to order and the committee voted to approve the minutes from Thursday, Jan. 9 after Representative Mathias moved to approve them.
Representative Bruce of District 23 told the committee that RS 31808 is a two-part package intended as a cleanup and update to the Idaho Administrative Procedures Act, with one part addressing rulemaking procedures and the other addressing contested-case provisions. Bruce said he has been working with Brian Nichols of the Office of Administrative Hearings and that Nichols will present additional details if the committee advances the RS for a formal hearing.
Committee members were reminded to check the committee OneDrive folder for documents related to upcoming bill hearings scheduled for Wednesday; the chair warned at least one hearing will include many testifiers and said members should expect a lengthy meeting. Representative Altheaury moved to introduce RS 31808; the motion carried.
The meeting concluded with the chair saying heavier work lies ahead in future hearings.
