Kern LAFCO chair assigns committees; commissioner proposes 3–5 year strategic plan

At its Jan. 15 meeting the Kern Local Agency Formation Commission reviewed 2025 policy and budget committee assignments and discussed a commissioner-sponsored referral for staff to draft a 3–5 year strategic plan.
Chair-appointed policy and budget committee seats follow the Commission’s custom of diversifying membership by commissioner category, the executive officer said. The Commission noted the policy committee needs to meet next month to consider the agency’s remote work policy. The chair suggested meeting before the February full Commission session, and some commissioners agreed to a pre-meeting at 4 p.m. to discuss committee business.
Commissioner Saragosa formally recommended the Commission sponsor development of a strategic plan that would set LAFCO’s vision, mission, objectives and priorities for the next three to five years and provide staff with direction on potential costs and priorities. "I am making a recommendation ... for the LAFCO to derive and or create a strategic plan that outlines LAFCO's visions, missions, and objectives, and priorities for the next 3 to 5 years," Saragosa said. He asked staff to return the item at the next meeting with options and any estimated financial impacts.
Executive Officer Knox said staff will review the referral and report back. In executive-officer miscellaneous remarks, Knox also told commissioners the agency’s office lease ends April 30 and staff are exploring county office space and other options; he said internal cross-training recently enabled staff member Menchaca to process an annexation application for the first time. Knox warned February could be a heavy meeting with as many as six proceedings.
Why it matters: committee assignments and a strategic-plan referral shape internal priorities and how the Commission addresses policy issues such as remote work, staffing and long-term resource planning.
Next steps: staff will prepare a return report on the strategic-plan referral and the policy committee will meet before the Feb. 19 Commission meeting to consider the remote work policy.
