County staff told the court the pier was being designed to high standards — “100‑year storm” structural criteria — and that the team preserved key top‑of‑pier features that officials said protect the structure from storm surge. Project managers said the work already included steps to seek further savings after contract award, including engineering changes that could substitute concrete for some steel elements.
County staff briefed the court on the procurement history and a June 14 value‑engineering summary that documented cost reductions. Commissioners instructed the program manager, LAN and the Coastal Parks director to meet with the contractor to issue a notice to proceed immediately after legal review.
The project is a major coastal infrastructure effort for Nueces County. County staff and the contractor will complete final contract and scheduling work before field mobilization begins.
