County hires owner representative to review Bob Hall pier plans and asks legal review of procurement rules

Nueces County commissioners on Aug. 5 approved hiring an owner representative to review preliminary engineering and functional-use concepts for the Bob Hall Pier project and asked county legal staff to review procurement implications after consultants warned that federal funding could require a different solicitation process.
The court authorized a limited owner-representative scope to work with the county design consultant and provide constructability, cost and functional-use analysis of user groups and pier design options. The role was described by proponents as a focused, short-term engagement to test price and program assumptions — not to replace the county's engineer of record. Lewis Klausmeier (county design) told the court the county’s firm has coastal and structural expertise and that an additional outsider review should be narrowly framed. Supporters said the owner representative would help the court weigh trade-offs between a single- and a two-pile pier design and surface impacts on surf breaks.
Commissioner Brent Chesney pushed for the hire to get an independent engineering and cost-sensitivity check; he said stakeholders have raised concerns about surf impacts and material choices. "We've received a lot of inquiries about a two-pile system," he said. The court selected Hansen (owner representative) on the record and asked county counsel and procurement staff to confirm whether any federal funds associated with the project would alter the procurement method. County consultant Tom and others also asked Hagerty's contract/procurement role be clarified; commissioners authorized a limited supplemental agreement for Hagerty subject to legal review.
Why it matters: Bob Hall Pier is a high-profile coastal infrastructure project with community, recreation and shoreline implications. Commissioners said they wanted one more independent technical check on costs and use impacts before finalizing major design and funding steps.
