The court voted after a lengthy presentation and public comment from mental-health providers and law-enforcement partners.
The proposal, presented by Dr. Xavier Gonzales, Nueces County director of mental health programs, called for three components: a crisis care center for short-term crisis stabilization, a sobering center for alcohol/drug-related responses and enhanced transitional recovery housing.
