Nueces County commissioners pass resolution opposing proposed Texas Windstorm Insurance Association rate hike

The county said the TWIA board was scheduled to meet Aug. 2. Commissioners and county staff urged residents to submit public comment to TWIA via the association’s public comment portal. Commissioner discussion framed the vote as part of a years‑long campaign to achieve what they called a fairer spread of windstorm costs across Texas.
Commissioner Bret Chesney and other court members described the proposed increases as discriminatory to coastal residents because, they said, other Texas regions that also experience wind events are not paying a comparable share. “If we’re going to continue to grow our community ... until the fairness comes into this, until everybody that is involved in wind issues participates, then this is never going to be fair,” one commissioner said during debate.
Court staff told commissioners a TWIA subcommittee had earlier voted 5–2 against a 5% increase, and the county’s resolution aims to reinforce that position at the full association meeting. The court approved sending the resolution to the delegation attending the TWIA meeting.
Votes at the meeting were recorded verbally; the court’s chair called for the question and commissioners signified support by voice. The court instructed staff to forward the resolution to the delegation representing the county at the Galveston meeting and to post guidance for residents on how to submit public comment online.
The action does not change state law or TWIA rules; it is a statement from Nueces County urging the association and state lawmakers to address what commissioners described as long‑standing equity concerns.
The county encouraged residents who want to oppose the increase to submit a short message to publiccomment@twia.org or through the association’s public comment portal ahead of the Aug. 2 meeting.
