RPCs describe housing navigator funds and an ADU guide that helped homeowners visualize accessory units

Regional planning commissioners told the Government Operations & Military Affairs committee the legislature provided short-term funding for a housing navigator program that underwrites zoning updates and hands-on technical support to property owners.
"Over the last year or two, the legislature has invested in us to do some more direct housing work," a presenter said. The presenter said the program provided roughly 18 months of funding for local assistance, including model zoning language and programmatic help to encourage housing production.
As an example, the Addison County RPC described an accessory dwelling unit guide created for local homeowners that covered contractor engagement, leases and financing. The project paid a retired contractor about $750 to produce two-to-scale sketches so homeowners could visualize an ADU above a garage or in an existing structure; presenters said that step increased homeowner confidence when seeking contractor bids.
Presenters said the guide and approach were designed to be portable: the content can be adapted by other RPCs by swapping local contacts such as wastewater permitting offices. They said several RPCs have duplicated the template to assist property owners and local zoning administrators.
Ending: Presenters suggested the committee might request a follow-up demonstration of the guide and rollout plans for other counties.
