Planning staff explained the site layout and materials; elevations presented list the SED at roughly 28 feet in height and the clinic at about 24 feet, 8 inches. The applicant provided a materials board and a landscape plan that includes street trees and site buffers. Staff reported the project provides 174 stalls where code requires 167. Planning commission recommended approval; one nearby resident attended with questions about traffic and weed control on masqueraded fill. Councilmember Danielle Larkin suggested a native seed mix be used on interim graded areas to reduce dust and weeds; staff offered a recommended seed mix used on Red Hills Parkway.
Council action: Michelle Tanner moved to approve Ordinance 2024‑005 (second by Natalie Larson). The roll‑call vote was unanimous (Kemp, Tanner, Larkin, Hughes, Larson — aye). The ordinance was adopted.
Next steps: Staff will implement plan review and permitting steps; conditions discussed at planning commission and during council remarks — including weed control on temporary graded areas and screening — will be incorporated into permit conditions and construction plans.
