Votes at a glance: council vacates Middle Avenue, adopts park naming policy and confirms committee appointments

West Sacramento City Council members on Jan. 15 approved a slate of routine and administrative items, including abandonment of a public right‑of‑way, an update to the city’s facility naming policy and several committee assignments. The council also completed a formal vote to select a mayor pro tem.

Vacating Middle Avenue — Resolution 25‑8

The council approved Resolution 25‑8 to vacate a public right‑of‑way identified as Middle Avenue, a strip of land that was dedicated to Yolo County in 1927 but was never improved as a public road. Mark Paljemas, Community Investment Manager, told the council the right‑of‑way bisects a large property at 600 Sutter Street and that the property owner requested abandonment so the parcel can be used more fully. The council approved the resolution on a 5‑0 roll call.

Park and facility naming policy — Administrative Policy IX‑A‑2

The council adopted updates to the city’s facility naming and renaming policy (Administrative Policy IX‑A‑2). Peter Ibrahim, Capital Improvement Manager, said the revised policy consolidates parks and facilities naming into one policy, transfers final approval authority to the city council, and adds general naming and renaming criteria (including recognition of local indigenous tribes and guidance to prioritize local significance). The council accepted staff’s recommendation and approved the policy on a 5‑0 roll call.

Consent agenda and other routine approvals

The council approved consent agenda items 2 through 13 by unanimous roll call. No items were pulled for separate discussion.

Council leadership and committee appointments

The council held a contested appointment for mayor pro tem. A first nomination of Council member Alcala failed on a roll call (2 yes, 3 no). The council then approved Council member Sulpizio Hall as mayor pro tem on a 4‑1 roll call. The council also approved the mayor’s recommended slate of committee assignments and confirmed committee representatives and alternates; those appointments passed on a roll call vote shown in the record.

Staff and administrative notes

City staff also reported several internal leadership changes and retirements: the city announced a deputy city manager reassignment and several retirements in public works and flood protection; an interim executive director appointment was announced for the Yolo Habitat Conservancy. These were informational updates and not items requiring formal council action.
