Council approves US 31 TIF allocation area and amends plan to allow TIF funds for police, fire

The Whiteland Town Council voted to approve a new Tax Increment Financing (TIF) allocation area along U.S. 31 and to amend the town's economic development plan to allow, to the extent state law permits, use of TIF funds for police and fire departments.
Town staff explained that the redevelopment commission already adopted a declaratory resolution to create the U.S. 31 allocation area; the council's approval sends the measure back to the redevelopment commission for public hearing and a confirmatory resolution before the new district becomes final. Council also considered a separate amendment to the town's economic development plan to explicitly allow TIF funds to be used for public-safety expenditures in that and related allocation areas.
Carmen Young, director of administration, summarized the item and said the redevelopment commission approved a plan and map showing the included parcels. Councilmembers asked for and received clarifications about which parcels were included; some packet pages were missing and staff agreed to ensure complete maps are attached to the record.
On the second matter — an amendment to allow TIF funds to be used for police and fire — staff noted a change in state law in 2024 that permits certain TIF expenditures for public safety. Young and other staff said the redevelopment commission has preliminary requests from the fire department for equipment and generator needs, and that the commission had preliminarily committed to about $200,000 in potential funding for items such as extrication equipment and a Lucas mechanical CPR device. Additional generator work was discussed as a possible capital expense.
Councilors passed both actions in roll-call votes. Resolution 2025-01 (creation of the US 31 allocation area) was approved and will return to the redevelopment commission for a public hearing and final confirmatory resolution. Resolution 2025-02 (amending the economic development plan) was approved to permit the use of TIF funds for police and fire, subject to conformity with state law and the town's economic development plan.
