Board hears regional updates: NSSEO governance discussion, Richley Transportation contract and Wheeling Township legislative fix

During the board communications portion of the Jan. 16 meeting, trustees received several regional updates relating to special-education cooperatives, interdistrict service bodies and township funding.
Board representatives reported that the North Suburban Special Education Organization (NSSEO) — a multi-district cooperative — is exploring a two-tier governance structure that would create an operating board of member superintendents and a governing board of lay board members. The proposal had not been voted on and would require changes to NSSEO’s bylaws. Board members said the structure mirrors arrangements in other cooperatives and is intended to give superintendents a regular operational role while preserving a governing layer for formal ratification.
NSSEO also decided to sign a three-year transportation contract with Richley Transportation for specialized student transport after canceling an attempted award to a new vendor that did not meet service requirements. Board members said Richley is experienced in serving high-need students and provides ongoing driver training. NSSEO is also updating a strategic plan under the involvement of its eight member districts.
Other updates included notices about Ed-RED (a regional education service) webinars and events, IASB’s North Cook Division meeting on March 4 on AI in schools, and the North Cook ISC report on service growth and staffing.
Separately, board members reported on recent state-level action affecting Wheeling Township’s proposed 708 mental-health funding referendum. The general assembly passed a legislative “fix” related to a question the township had raised and eliminated a planned April referendum, and the matter is awaiting the governor’s signature. The board report noted that the township’s next steps were not yet clear.
