County hears report on KCAMP renewal as liability and property rates rise

Harvey County finance staff told the commission the county’s Kansas County Association Multiline Pool (KCAMP) invoice rose from $383,531 in 2024 to $454,478 for 2025.

“Driving that increase in rates for KCAMP is, what they say is more frequent and severe convective storms,” Finance Director Shannon Kingsley said, adding that property values used in the pool’s contribution calculations also increased. Kingsley said the county had budgeted a 16% increase; the invoice represents about an 18.5% increase year over year.

Kingsley explained KCAMP is changing how it values roofs at time of loss: for member buildings where roof age exceeds 80% of expected life, claims will be paid at actual cash value (depreciated) rather than replacement cost. She said KCAMP is promoting proactive roof inspection services that may reduce claims exposure and that members may use local contractors for inspections; however KCAMP-recommended vendors have discount programs for members.

Kingsley noted law-enforcement liability and other coverages contributed to the overall increase; she said about $53,000 of the increase is attributable to law-enforcement liability costs reported by KCAMP.

Commissioners discussed the potential to compare KCAMP-recommended inspection services with local vendors and to budget for roof maintenance and accelerated capital replacement where needed. No formal action on the KCAMP invoice was recorded at this meeting; Kingsley said membership invoices for the Kansas Association of Counties (KAC) and National Association of Counties (NACo) would be paid as presented and were approved separately.
