Davie council approves three code amendments, budget change and rezoning; tables four land items

The Town of Davie council approved multiple ordinance actions, a budget amendment and a rezoning and reappointed a planning-and-zoning member during its meeting.
On the consent and ordinance votes, the council approved three code amendments on second reading: a prohibition on public camping or sleeping (code amendment, item 20), an amendment to general penalty/continuing violations (item 21), and a revision repealing and replacing the 2015 ordinance on council expense allowances (item 22). Each ordinance passed by roll-call vote with all members present voting in the affirmative.
Council members also approved a first amendment to the fiscal year 2025 budget (item 23) on first reading and advanced rezoning application ZB24-089 (item 25), which would change property zoning from community business (B2) to planned business (B3). Both measures passed on motions and roll-call votes.
The council deleted a local excessive-noise code provision (item 24) on first reading; staff explained the provision was redundant because the subject is addressed elsewhere in the town code, and the council voted to remove the duplicate section.
On several land-use items the council delayed final consideration: the applicant requested—and the council granted—tabling of a special permit (item 26) to Feb. 5; a variance (item 27) was tabled to Feb. 5 after a roll-call vote; a second variance (item 28) was tabled to Feb. 19 after a roll-call vote; and one rezoning (item 29) was withdrawn by the applicant and required no vote. The motions to table for items 26–28 were recorded as passing.
The council took a recorded vote on a pulled consent item (item 16). The roll call recorded Mayor Paul and Council member Starkey voting no; Vice Mayor Hatton, Council member Lewis and Council member Whitman voting yes; the motion passed.
In appointments, Council member Starkey moved to reappoint Mike Crowley to the planning-and-zoning board; the motion was seconded and passed by roll call.
The meeting also included multiple informational announcements from council members and staff — including a temporary closure of the Davie Aquatic Center for maintenance through mid-April 2025, promotion of the town’s “Davie 100, 5050” fitness challenge running Jan. 1–Nov. 3, 2025, and reminders about the town’s Martin Luther King Jr. events — but those items did not require council action.
The items scheduled for final second readings will return on Feb. 5 where required by ordinance procedure.
