Capitola council appoints members to Arts and Cultural Commission; one temporary seat expected to turn over

The Capitola City Council on Jan. 16 appointed members to the city’s Arts and Cultural Commission so the commission can begin planning its summer arts and cultural series and other near-term work.
Councilmembers nominated and the council approved appointments for several public-member slots and the artist/art-professional seats. Nominations included Joel Langrie, Esther Sylvan, Meredith Cahalan and Karen Anderson for at-large positions; Roy Holmberg was nominated for the artist seat and Roy Johnson for the art professional seat. Council discussion included a note that one appointee, Lori Hill, indicated she expected to step down in roughly eight weeks; the council accepted that possibility and understood that a subsequent unscheduled vacancy process would be required under state rules.
Staff advised that any unscheduled vacancy on a commission triggers publication requirements and that commissioners are required to file Form 700 financial disclosure forms. The council moved to “approve the appointees as discussed” and adopted that motion by roll call.
The motion passed (roll call recorded Aye by Councilmember Johnson, Councilmember Rehbach, Councilmember Peterson and Vice Mayor Clark). Staff said appointments to the remaining advisory bodies — the finance advisory committee, the historical museum board and the commission on the environment — will be scheduled for the council’s Jan. 30 meeting after the council fills its fifth seat.
