Capitola council delays 2025 reorganization pending the appointment of fifth member

The Capitola City Council on Jan. 16 deferred its 2025 reorganization — including formal selection of mayor and vice mayor — until after the vacant council seat is filled.
Council members said they preferred to have a full five-member council present before changing leadership roles. Multiple members noted that appointing a fifth member before making mayoral or vice mayoral changes would better reflect the full council’s composition.
Vice Mayor Clark and other members discussed swearing in the new appointee at the Jan. 30 meeting and proceeding immediately to any leadership selections that night. Staff confirmed the council may choose to swear in the new member and then proceed with reorganization during the same meeting.
No formal vote was required to continue the reorganization item to Jan. 30; council members agreed to hold the matter until after the appointment process is completed.
