Commissioners plan Leadership Bend presentation; prioritize legislative issues and county initiatives

Deschutes County commissioners on Jan. 15 reviewed and revised a draft PowerPoint for a Leadership Bend presentation scheduled "next Tuesday" at 1 p.m., deciding to lead with 2025 legislative priorities and to present county-specific initiatives separately.
Jim Patterson, strategic initiatives manager, walked commissioners through a nine-slide deck and asked how the group wanted to divide speaking roles. "Last year, the notes had each commissioner will have 2 minutes to introduce themselves," he said. Commissioners agreed to split slide introductions: one commissioner to lead legislative priorities and another to start county initiatives, then to alternate as discussion requires.
Commissioners and staff edited the slides' headers and bullets. They moved the legislative priorities slide to the front and retitled the "Hot Topics" slide as "County specific initiatives." The county initiatives list that staff and commissioners settled on includes budgeting, the deflection program, landfill siting, fairgrounds master planning and ongoing courthouse project oversight.
Commissioner Chang and Commissioner de Baumann volunteered to open the two primary sections: de Baumann to begin the legislative priorities introduction and Chang to begin the county-specific initiatives introduction. Staff member Jen and other staff will finalize formatting and update slide text. Brenda (staff) flagged that Commissioner Daire will be absent next Tuesday.
The presentation will include a slide on volunteer recruitment: the behavioral health advisory board, the bicycle and pedestrian advisory committee, and a facilities project review committee. Staff said the facilities committee continues to meet in support of the courthouse expansion and that recruitment will continue while the project remains active; staff estimated a horizon of another year and a half to two years for that project.
No formal decision or county action was taken at the meeting; the discussion focused on presentation content, speaker assignments and logistical details for the Leadership Bend event.
