House approves bridge namings and a CDL change; adopts journal corrections and procedural motions

The North Dakota House of Representatives unanimously approved a package of measures including bridge and overpass namings for veterans and an update to commercial driver’s license rules, and the chamber adopted corrections to the journal and several procedural motions.
On final consideration the House passed House Bill 1090, House Bill 1091, House Bill 1092 and House Bill 1093; each final recorded vote on the floor was 91-0 and each bill carried the emergency clause as noted on the floor.
Representative Fraley presented House Bill 1090, which the Transportation Committee recommended do pass 13 ayes, 0 nays, 1 absent not voting. "It is an honor to stand here today and request your support for House Bill 1090, which will designate the bridge on state highway 81 as the Specialist Richard Orson Vietnam bridge," Fraley told members. The measure designates a bridge in Walsh County and includes a continuing appropriation and an emergency declaration; the bill passed the House 91-0.
House Bill 1091 was presented by Representative Martin and recommended do pass by the Transportation Committee 13 ayes, 0 nays, 1 absent. Representative Martin said the bill would name a bridge on U.S. Highway 81 in Grafton for Specialist 4 David Luttrell, who was killed in South Vietnam on March 6, 1968. The House recorded a 91-0 vote and the emergency clause carried.
Representative Christianson presented House Bill 1092, recommended do pass by the Transportation Committee 14-0. HB1092 would name the U.S. Highway 52 overpass at Carrington as the Staff Sergeant Myles Shelley World War II overpass; the committee report and floor remarks recounted Shelley’s service and awards. The bill passed 91-0 with the emergency clause.
House Bill 1093, presented by Representative Hendrick, updates the duration limits for commercial driver’s licenses issued to certain agricultural and related workers to align with a federal change in 49 C.F.R. part 383.3. "This change ensures that drivers who use their two 90-day periods later in the year remain eligible for a license in the following spring, while also extending the total eligibility period by 30 days," Representative Hendrick said. The Transportation Committee recommended a unanimous due-pass (14-0) and the House passed the bill 91-0; the emergency clause was included.
Earlier in the session the House adopted corrections to the journal based on the Committee on Correction and Revision of the Journal’s report; the motion to adopt the committee report carried on a voice vote. Representative D. Anderson was listed as chairman of the correction and revision committee in the committee report presented to the House.
The House also approved routine procedural motions including excusing absent members (moved by Representative Bosch) and a motion setting orders of business and adjourning until 1 p.m. Tuesday, Jan. 14, 2025; both motions carried by voice vote and the clerk recorded that the House stood adjourned until that date and time.
