District leaders explain NYSED regionalization initiative; emphasize local control

Mr. Brownfield briefed the board on New York State—ducation Department regionalization planning, describing it as a multi-year process intended to expand equitable access to courses and student services across districts.
"There's a lot of misinformation out there," Brownfield said, and he stressed the plan is intended as a collaborative tool among districts and BOCES rather than a takeover. "It's not a way for BOCES to become this power control over, districts," he said, noting local boards retain the ability to accept or decline specific regional initiatives.
Brownfield and other administrators explained the process steps they have completed and the near-term schedule: - Districts completed a strengths-and-needs assessment tool and submitted it by the state deadline (December 1). The district administrative team compiled curricular, staffing and student-support data for that tool. - The Orleans-Niagara BOCES district superintendent (Dr. Farrar) will convene superintendents for regional planning and will prepare an interim progress report to the commissioner. - Regional plans are expected to be drafted by Oct. 1 next year, with implementation phases beginning in fall 2026. The state is framing this as a 10-year cycle of planning and review.
Administrators addressed concerns the initiative could strip local budget or board control. Brownfield said available NYSED guidance does not indicate funds or budgets will automatically be transferred to BOCES and that districts would not be forced into programs they do not approve. He said operational and financial details (for example, staff-sharing logistics, funding flows and contractual arrangements) remain to be worked out at the regional planning level and will be subject to local agreement.
Ending District leaders said Starpoint will participate in the regional convenings and submit feedback; administrators promised ongoing updates to the board as state guidance and regional proposals evolve.
