Coalition introduces bill to create Kansas state conservation fund

A coalition representing agriculture, wildlife and recreation organizations asked the House Agriculture and Natural Resources Budget Committee on Oct. 7 to introduce RS 0348, a bill that would establish a Kansas state conservation fund.
The request came from Justin, a coalition representative, who told the committee the group is a “41‑member organization coalition that represents agriculture, wildlife, and recreation organizations across the state.” He said the version offered to the committee is an updated draft that reflects stakeholder changes since the bill was heard last year in Chairman Rogers’ committee. “This bill would establish the state conservation fund,” Justin said.
The committee briefly discussed procedure for accepting the bill introduction. Representative Curtis asked whether a formal motion was required. The chair said she should have asked for objections and, seeing none, said the bill “is accepted as read.” That acceptance was made by unanimous consent; no roll‑call vote was recorded.
The coalition representative offered to provide the committee members with the bill’s RS copy and a list of member organizations. Representative Carlin introduced a visiting leadership group from the Flint Hills while the committee moved on to other agenda items.
The committee did not debate the bill’s substance during the hearing; members deferred detailed discussion and requested copies of the coalition’s materials.
