Representative Zolnikov told members the bill "aims to do 3 things": repeal DEQ's authority to issue energy conservation program bonds (authority not used since 2002), allow DEQ to set a flexible annual interest rate for projects so it can offer lower rates to save taxpayers (while retaining a statutory cap of 3 percent), and update program definitions to expand the program's scope.
