Council members were told the homes covered by the FEMA portion of the project are complete and the payment will “all but close out the contract,” but the borough is holding 5% retainage—roughly $24,000—until spring, when grass and site restoration are verified. Mr. Phillips (engineering staff) summarized the remaining steps and the retainage timeline.
The motion to authorize payment was made by Mr. Hyatt and seconded by Mr. Nolan. The council voted in favor; no roll-call tally of individual votes was recorded in the transcript and no members voiced opposition.
The payment and retainage were described as part of the borough’s work to conclude the FEMA-funded demolition program.
