The Francis Howell R-III Board of Education approved a series of consent and procurement items on Jan. 16, 2025 including memoranda of understanding (MOUs), job order contract work, technology projects and various purchases.
Items approved: the board approved the meeting agenda and then approved a Teamsters Local 610 MOU to create a referral stipend, and an FHEA (nurses) MOU to update number of nurse workdays. The board approved the Dakin TMI work via a job order contract to provide demolition and mechanical equipment installation at multiple schools (Bransdale High, Fransaw Middle, Harvest Ridge Elementary, Independence Elementary, and John Weldon Elementary) "as presented." The board also approved E-rate Category 2 technology projects, purchases presented at the meeting, and the use of cooperative / job order contracts for other maintenance work.
Policy and committee items: the board approved proposed sample format and content for bylaws for future Tier 1 committees directed by the board and approved policies and regulations presented for board action. Staff also brought forward the memorandum of understanding ratified by FIESPA on increased nurse workdays.
Procurement notes: staff said several procurements used competitive bid processes, cooperative purchasing or local job order contracts and that award recommendations complied with board policy and Missouri statute. The board recorded approvals with the usual "Ayes have it" phrasing for voice votes.
Vote and outcome: each item on the consent agenda and the individual procurement motions presented in the meeting were approved by the board; recorded votes were voice votes with outcomes reported as approved.
