Construction updates, finance report and LSU MOU highlighted at Carroll County work session

District operations and finance staff briefed the Carroll County Board of Education on facility projects, financial results and an agreement with Louisiana State University during the Jan. 13 work session.
Glenn Harding, speaking for organizational excellence, reported progress on three construction projects: interior work and HVAC installation at the operations center; poured footings and pending foundation block work at Central Middle School; and footings and foundation block work under way at Mount Zion. Site work and utility relocations were also under way for a planned multipurpose building. Harding noted weather had slowed some work and said the fire marshal completed an 80% inspection earlier in the month for the operations center.
Finance officer Deline Wolf reviewed the November financials. For the general fund she reported year‑to‑date revenues of $43,700,000 and expenditures of $15,200,000, with a fund balance of $47,500,000 after adjustments and $2,700,000 in outstanding encumbrances. Staff said November marks the start of annual property tax receipts and that December’s report would show higher cash balances. Wolf also reported SPLOST 5 had closed out pay‑go funds with $21,000 in expenditures and that SPLOST 6 receipts were $1,900,000 for the month (a 6.8% increase over the same month last year) with current SPLOST 6 project balance of $9,400,000.
On budgeting, staff said they are within the FY2026 timeline; assumptions and next steps (including tentative budget adoption) are posted in the eBoard materials. The only change since the last meeting was an updated estimate to include additional personnel for exceptional children’s services. Wolf also presented the SPLOST audit for the fiscal year ending June 30, 2024; the district received a clean opinion with no audit findings.
Jerry Griffiths presented a memorandum of understanding from Louisiana State University to allow LSU to place school social‑work interns in Carroll County Schools for clinical experience; staff recommended placing the MOU on the consent agenda for the Jan. 16 board meeting.
Board members posed no substantive objections to placing the field trip and fundraising requests, the LSU MOU, or other routine items on the consent agenda for Thursday’s meeting.
