County approves appraiser agreements to defend property tax appeals

The Monroe County Board of Commissioners on Jan. 9 approved agreements with Integra Realty and First Appraisal Group for valuation services to support property-tax appeals that have advanced to the Indiana Board of Tax Review.
Assessor Judy Sharp told commissioners that the state board commonly requires formal appraisals for appeals and that, for appeals that change assessments by more than 5%, the burden of proof falls on the assessor. Sharp said two cases presently before the state will require appraisals, including a large apartment complex. The board approved contracts “not to exceed $25,000” to cover appraisal costs.
Sharp noted appraisal testimony can be costly — she cited an appraiser testimony rate discussed in the meeting — but said the county has recouped large sums in past successful cases. Commissioners described the requirement as a state-imposed burden and supported authorizing the appraisals.
The agreements were approved by roll call, 3-0. Sharp said she expects to pursue appraisal work selectively where the county’s financial recovery justifies the expense.
