County Highway M project to be staged after right-of-way and utility delays; county will split work across seasons

Washington County staff updated the Highway Committee on the County Highway M reconstruction from Pioneer Road to State Highway 60. The committee heard that right-of-way and utility delays make completing the entire three-mile project in a single 2025 season unlikely.
To avoid late-season paving — which can require expensive additives — staff said they will stage the project. The plan is to complete a one-mile stretch plus intersections this year and finish the remaining two miles in 2026, pending utility relocation and permitting. Staff said the approach reduces schedule pressure on utilities such as utility-pole relocations and will lower inspection staffing conflicts and added costs.
Staff said they had sent letters to residents along the route to notify them of the change and attached the letter to the report. County staff emphasized they are not requesting additional funding and that splitting the project should reduce the risk of costly late-season paving additives and allow farmers and bus routes to return to normal operations during the school year.
The committee was reminded that the funds for the project were previously approved and that this update was informational rather than a request for new funds.
